The masonry industry has a standard recommendation for staining when mortar joint color is a concern.  All supporting data does indicate that mortar should never be cut out and repointed for a color issue alone. Tearing down a masonry wall is not a solution either. When a building owner or architect have concerns about color, tearing down masonry or cutting out mortar joints actually worsen the problem, according to industry data.  The first reason is that the results are somewhat like patchwork.
